Further to the normal commenting and review
activity of the documents, upon issue, there
are other processes, such as Hazop (HAZard
and OPerability analysis) and 3D model reviews
which result in a large amount of documentation
(1,000 P&ID’s to undergo Hazop, as an
example). To perform such tasks, team missions
at the EPC contractor’s offices (Madrid, Milan,
Seoul) are planned and actuated. Their duration
is of several months each time they occur.
Resourcing requirements are met by involving
other offices of Amec Foster Wheeler such as
Chennai (India) as support to the base team, so
that they can continue with the on-going project
requirements
The materials management cycle review is less
demanding in regards to manpower, being
limited to the review of procurement procedures
and terms for compliance with the contract (the
technical evaluation summaries are reviewed under
engineering).
More critical is the PMC inspection work (at its early which will be STAR direct personnel. The majority

Construction, commissioning
and start up
Due to the gigantic site preparation work, the jobsite
was populated very early and has been dedicated
to earth moving and civil basic activities (grading,
retention walls, underground mains) as well as to
field facilities for over a year now.
The organizational model of PMC at site was
naturally more conventional than at the home
office, with an organization that essentially mirrors
the one of an EPC contractor’s management and
supervision and has all of the resources displayed
at the jobsite.
The site PMC team, managed by Amec Foster
Wheeler, foresees over 70 positions, 30% of
of site PMC resources are locally employed, with
only a few positions covered by expatriated
personnel from the European offices of Amec
Foster Wheeler.
