The Project is fnanced by IFC & IDB,
Project Lenders, that are having their Social
Management policies and requirements.
The Contractor understood that a Project
Management style oriented to solve social
issues would smooth the probable opposition
of local communities. These communities
are living in an agricultural environment and
they were not knowing and understanding
the possible consequences and opportunities

The Project Management decided to implement
in coordination with the Project Lenders and
the Local Authorities a Social Management
Plan. Project Management decided also to
communicate and share with local communities
the Project objectives and the targets of the
Social Management Plan.
The Social Management Plan was considering
the specifc needs and requirements of the
several local indigenous communities.
It included the following Social Projects:
• Local Hiring Plan;
• Training Plan;
• Local Procurement/Supply Plan;
• Safety Transport and Management;
• HR policy;
• Social investment plan;
• Grievance Mechanism plan;
• Stakeholders Engagement plan;
• Cultural heritage plan;

Figure 5 and fgure 6 show examples of
activities developed by the Social Projects.
The Social Management Plan implemented
in the Etileno XXI Project is producing positive
outcomes for the Project Execution. The local
communities see the project as an opportunity
for the development of their social environment
and they perceive that the project will not
destroy their local cultural heritage. The plans
for local hiring and training are increasing the
skill of workers for activities related with the
project, but also for other future work activities
in the area.
With a cascading effect the local workers
trained to operate in the Project are involving
their families and local communities in the
general perception that the project is creating
opportunities of work and cultural growth:
everyone will feel proud to be part of the project
