The Reopening of the Iranian Market

The suspension of the sanctions against Iran by the European Union and by the United Nations (but not
yet by the USA) opens major opportunities, foremost in oil&gas, infrastructure, automotive, agriculture and
health care markets – although there is still a danger of a ‘snap-back’ and return to the previous sanction
regime. In the oil&gas sector investments of 200 B $ are expected over the next five years, to satisfy the
pent-up needs of one of the major world players with huge reserves of hydrocarbons - if financing can be
arranged. After a decade of isolation, the Iranian industry has been found very entrepreneurial and with
good capabilities. The new legislative framework IPC - the ‘Iranian Petroleum Contract’ should make foreign
investment somewhat easier. The Italian Government and industry have been at the forefront of initiatives to
re-enter the country by starting to develop numerous new projects and partnerships. Risks are still high and
difficulties abound, but there is a fundamental optimism for the success of those entrepreneurial companies
who will succeed in developing sound project financing packages and partnerships with local companies.
